Neutral density filters allow you to reduce the amount of light that comes into the camera sensor to allow for longer shutter speeds or wider apertures. This can be used to great effect to smooth out water in seascapes or at waterfalls, and to create cloud movement in the sky. At night you can even use it to remove people from city shots or create light trails.
The ND64 filter reduces light by 64 times to enable you to increase your exposure time, e.g. a 1/8 second exposure becomes 8 seconds long, or 1/30 second exposure becomes 2 seconds.
